About whistleblower/consultation desk
1 Purpose of installation
Tokyo University of Marine Science and Technology (hereinafter referred to as "the University") has established a whistleblower/consultation desk (hereinafter referred to as the "Desk") within the University in order to detect and correct misconduct at an early stage.
2 What is a whistleblowing
Workers (including part-time workers, dispatched workers, workers of business partners, and public officials), retirees within one year of retirement, executives, etc. However, it refers to reporting to a contact point within an organization, an authorized administrative agency, or the media, etc., not for the purpose of fraud.
3 Location of window
The point of contact for reporting and consultation shall be the General Affairs Section Manager.
4 Counter users
Reports and consultations from officers and employees of the University (including part-time staff and retirees), dispatched workers, and workers of business partners of the University (including those who have completed temporary work or trading business within one year) accept.
5 Contents of reception (report or consultation)
We accept reports regarding organizational or individual violations of laws and regulations at the university, and consultations such as confirming whether or not an act constitutes a violation of laws and regulations.
6 Protection of whistleblowers, etc.
Whistleblowers will not be treated unfavorably as a result of making a report.In the unlikely event that a disadvantage occurs, we will take recovery measures.In addition, if the whistleblower makes a false report, slanders another person, or makes a report for other illegal purposes, the whistleblower may be punished according to employment-related regulations.

Points to note when receiving reports
When receiving a report, the name and contact information of the whistleblower, the researcher/group who allegedly committed the misconduct, the nature of the misconduct or misuse (including the content and fiscal year), the scientific basis for the misconduct, or the misconduct. In addition to confirming the grounds for use and the public research funds used, we may request the whistleblower's cooperation in the investigation.
In addition, if the investigation reveals that the report was made with malicious intent, the name of the whistleblower may be made public, disciplinary action may be taken, and criminal charges may be filed.
This contact point is for inquiries regarding misconduct in research activities and improper use of research funds.Please ask each person in charge for consultations on other cases.
Protection and confidentiality of whistleblowers and investigation cooperators
- Persons who have reported or consulted about misconduct in research activities or improper use of research funds, and those who have cooperated with investigations, will not be treated unfavorably on the grounds of reporting, consulting, or providing information. .
- Persons involved in responding to reports and consultations regarding misconduct in research activities and misuse of research funds shall not divulge to others the details of reports or other information related to investigations into misconduct or misuse.
